Noel is a part-time professor at Inter-American University in the southern Puerto Rican town of Ponce. He recalls Hurricane Georges that hit Puerto Rico in 1998 and left his family without electricity and power for over a month and a half. However, the experience with Hurricane Maria in his central town of Utuado was twice as bad, leaving his town without basic utilities for 5 months. His family and friends are still coping with the psychological trauma.
